Lucci was originally introduced as one of the five quirky foremen of Galley-La's first dock. He was a ventriloquist by trade, speaking via his pigeon Hattori. In action and word, Lucci seemed to be an ardent supporter of Iceburg and Galley-La.

As the events at his mansion unfolded, however, Iceburg was confronted with the government's conspiracy to seize Pluton's plans from him. Lucci's job was finished, so he thought, but the thing was that everyone lived through the attack. Following that the Galley-La foremen remaining, as well as the Straw-Hat Pirates and the Franky Family, launched a daring raid onto the doorstep of the World Government itself, and Lucci had the bad luck to fight Luffy at the end of the road.

Lucci is a devoted killer. When offered a position higher up in the government he declined, stating that all he sought was Blood. Even disrespecting Spandam doesn't stop Lucci's desire to follow orders in a job he can legally kill in.

Lucci's Past

Some fifteen years ago in a certain kingdom, 500 of that country's bravest souls were captured by pirates. Demanding a ransom of the kingdom, itself, the World Government stepped in by sending a thirteen-year-old operative into the mix, whereby... every single soldier and pirate were slain. That man was called the strongest of the Cipher Pol's line: Rob Lucci.
