Captain McKinley is the leader of the White Berets, a police force who enforce "God's Law" on Angel Island in Skypiea. Formerly one of [[Gun Fall]]'s personal guard, McKinley allied himself with God Eneru after Eneru's coup d'état of Fall's rulership. Immediately recognizing Eneru's immense power and sadism, McKinley resigned himself to serving Skypiea's new leader in the hope that, through absolute obedience, the citizens of Skypiea might be spared from Eneru's wrath.
He then spent the next six years dutifully enforcing Eneru's unwritten laws; under his care, the White Berets, though firm with the law and its administration, earned a reputation as the "Softest Police Force in Skypiea".
When the Straw Hat Pirates entered Skypiea, McKinley was alerted to their Class 11 criminal status by Skypiea's gatekeeper, Amazon. While Nami was exploring Upper Yard, McKinley approached the Straw Hats on Angel Island and demanded they pay a fine of 7,000,000,000 Eisu (7,000,000 beri), ten times the original entrance fee. After a series of misunderstandings, McKinley increased the severity of the Straw Hat offenses to that of a Class 9 crime. Nami returned and struck McKinley, enraging him and designatin the Straw Hats as Class 5 criminals, which permitted them to be punished by death. McKinley and his tropps attacked the Straw Hat Pirates, but they were beaten soundly into submission.
McKinley remained on Angel Island until Conis returned from Upper Yard sometime later, imploring the residents to abandon their homes. An honorable and just man, McKinley grew disgusted with Eneru's cruelty toward his subjects, and endorsed Conis' claims; he then helped orchestrate the exacuation of citizens from Angel Island shorlty before Eneru's "Raigoh" obliterated the land. After Eneru was driven from Skypiea, he settled on Upper Yard with his fellow citizens and the Shandians, finally liberated from Eneru's oppresive rule.
