Captain "Axe-Hand" Morgan was a former high ranking Marine, now a fugitive, in Easy Blue. Three years before Morgan's introduction in One Piece, he was a stationed on a ship patrol ship that was hot on the trail of "Thousand Plans" Kuro. Kuro snuck on board the ship and murdered all her crew except Morgan, who was spared from Kuro's wrath by pure luck; Kuro, with help from Jango, hypnotized Morgan into believing he captured Kuro, whom then used one of his shipmates as a scapegoat to fake his own demise.
In recognition of Morgan's accomplishment, the Navy promoted him to Captain and gave him command of a small base on an unnamed East Blue island. Obsessed with his newfound authority, Morgan grew tyrannical, arrogant, and exceptionally violent; he terrorized the townsfolk surrounding his base, and used intimidation to bully his subordinates into working as dogs just to satisfy his ego.
