The Build-Up
After the confrontation with AoKiji, Usopp became afraid of meeting stronger opponents in the future which troubled him with the decision of remaining in the crew or not.
When the crew arrived at Water 7, Nami, Luffy and Usopp left with the gold from Skypiea to exchange it for 300 million berri. Usopp was responsible for carrying two of the three suitcases with the money. When they reached the shipyard, the Franky Family gave their first attempt to steal the berri from Usopp but a Galley-La foreman named Paulie foiled their plans. When Luffy and Nami were busy talking with the shipwights, Usopp wandered off to view the amazing aspects of the shipyard only to get mugged by the Franky Family, which resulted in the loss of the 200 million berri.
Meanwhile, Luffy tried to have the ship repaired but the shipwights told him that the keel of the Going Merry is unrepairable and couldn't be replaced.
They told Luffy that even the 300 million berri couldn't save the ship. They were also unable to build an exact replica of Going Merry. Even a blueprint couldn't save the ship; wood is always never the exact same so an exact replica was impossible.
Luffy and Nami protest against them, telling them that the ship sailed to Water 7 just fine. It was able to carry them from the East Blue to where they were now. After Luffy desperately tried to defend the ship, Iceburg angrily told him the ship will undoubtedly sink on its next voyage. Kalifa then gave them the ship catalogue to look through, in case they wanted a new model.
When they discovered that the 200 million berri was gone along with Usopp, Luffy rushed to find him. Nami ended up being the one to find Usopp, who was beated, bleeding, and surrounded by crowds of people. Usopp mumbled about being unable to face others anymore because he failed to protect the 200 million berri that would repair Going Merry. Nami rushed to the ship to get Chopper and the others.
Shortly after Nami left him, Usopp went straight to the Franky House and tried to fix his mistake by reclaiming the 200 million berri. Because he was already so badly injured, he failed and was left in an even more horrible state.
Sanji, Zoro, and Chopper eventually reach the area where Usopp was said to be. They meet Luffy there and head to the Franky House together, where they found Usopp unconcious. After dealing with the Franky Family, Luffy decided that it was time to part ways with the Going Merry. This decision was not easy for Luffy, but it had to be done. A great consequence was soon to follow.
Back on the ship, Usopp woke up apologizing and begs for forgiveness in tears. Luffy calms him down and tells him they were changing ships, which meant leaving Going Merry in Water 7. Usopp, who wasn't there to listen to Going Merry's fate, ends up thinking Luffy was leaving the weak behind.
