Cipher Pol
The Naval forces of the government can only go so far. Where strength is met by strength, intelligence and reconnaissance must equally be employed. That is the reason for the founding of the eight "Cipher Pol" organizations.
Stationed at eight points all across the world, Cipher Pol 1-8 are skillful intelligence agencies, capable of finding and detailing any data that the World Government needs to know. Apparently they also bear some muscle for their operations, as evidenced by characters like Jerry and Wanze. However, most of our experience in the actual storyline isn't with these Cipher Pols, but with the phantom organization: "Cipher Pol No. 9"!
The Ninth Cipher Pol, said to be just a rumor by anarchists and pirates, supposed to be a non-entity, exists. The reason behind its secret form is that it has one right the general public must never know of -- CP9 has the right to kill anyone who opposes the World Government, with no penalties and no qualms. Men, women, children, it means nothing but semantic babble to the Ninth Justices.
Also of note is the style of fighting employed by CP9, Rokushiki, or the Six Forms, six superhuman talents that surpass the bounds of normalcy.
