Law Enforcement
Criminals that are captured by World Government need to be judged in a juristic process in order to be convicted for or proved innocent of those crimes. In order to make sure that this goes smoothly, the World Government has a large Judiciary that also maintains its own seperate security resources on top of the various military and security agencies of the World Government.

Note: Tom was tried by a single Judge while Jango was tried by three judges, which would constitute a military tribunal. This might mean that the judge who oversaw Tom's trial might have belonged to a seperate institution than Baskerville or that the crime that Tom was accused of was not considered worthy of a military tribunal.
